Officials Check-in Asst. (CHECK IN AT 8:30 A.M.)
1.You will check-in Officials, give them their Official’s instructions, maps and equipment. Once the events are over you will check off officials when they return equipment that was checked out to them.
Hospitality Tent Coordinators CHECK IN AT 8:30 A.M.)
1. You will allow only officials and Volunteer workers and those with proper Credentials into the hospitality tent.
2. You will keep the hospitality tent in order.
Finish Building Security (CHECK IN AT 8:30 A.M.)
2. You will allow only Green Credentialed or Green Stickered Credentialed people into the chute area.  You will allow only Yellow Credentialed or Yellow Stickered Credentialed people up to the press box or observation deck.
3. You will keep out all coaches from entering the fenced in chute area and inform them that results will be given out at the media tent near the South exit and that all protests will be handled by the Meet Referee who is located at the finish line.  If a schools athlete is injured, you may allow a schools trainer in the back (South) chute area
Meet Referee (Channel 3)
1. You will rule on any disqualifications brought to you by the Umpires and rule on any protests.  If an appeal is filed, you and the Jury of Appeals will decide on the matter.
Head Starter (Channel 3)
1. Maintain the meet schedule
2. Start the race in a prescribed manner that ensures an equal an fair start to all participants.
3. When all runners are lined up ready for the start, the starter shall have a flag, pistol, and whistle and take position in the middle of and at least 50 meters in front of the starting line.
4. The starter will be in communication with the Clerks and the Finish building to assure that the runners and the timing systems are ready for the start
5. The starter will give a brief and concise review of the starting commands and procedures to be used immediately before the race.
6. One whistle blast indicates "Runners to the line" position. Both arms of the starter, with a pistol in one hand and a red flag in the other, shall be held straight out from the shoulder at shoulder height. The position is to be held until all runners are on the line and steady.
7. In the "Runner set" position, the pistol and flag are raised slowly to straight overhead.
8.When all runners are steady, the pistol shall be fired. The start is a simultaneous act of firing the gun and pulling the flag down, providing both visual and auditory starting commands.

Recall Starters
1. The recall starters will be in 5 designated spots.
  Recall Starter #1:  Will be on a tower on the East side of the starting line.
  Recall Starter #2:  Will be on a tower on the West side of the starting line.
  Recall Starter #3:  Will be on a tower on the East side of the straightaway 100 meters from the starting line.
  Recall Starter #4:  Will be on a tower on the West side of the straightaway 100 meters from the starting line.
  Recall Starter #5:  Will have flags and be in the middle of the straightaway 200 meters from the Starting line.
2. The Recall is indicated with the Starter or Recall Starters firing the pistol and the Starter and #5 Recall Starter waving the red flag up and down vigorously. If a runner falls within the first 100 meters due to contact with another runner, the race shall be recalled by a shot. Competitors shall be disqualified for a second false start.
Head Clerk (Channel 3) and Assistant Clerks
1. Maintain the meet schedule
2. Place teams and individuals in their proper boxes.
3. Enforce competitors’ uniform, number, shoes and logo rules at check-in
4. Make sure each competitor has the chip fastened to the shoelaces of each shoe
5. Be in contact with the finish line Coordinator and the Finish Building Computer Operator to assure a proper Start.
Uniform Rule
1. School issued;
2. Singlets shall be identical;
3. Pants may be of any length but must have identical color and
4. Visible undergarments must be of an identical solid color.
5. The uniform must be clean and of a material and design so as not to be objectionable.  Bare midriff tops are not acceptable. (Note: the uniform top must meet or hang below the waistband when the competitor is standing) Uniforms must allow for competitors numbers to be placed above the waist (front and back) and for the hip numbers to be placed on the hip, not on the leg or thigh. Uniforms must not obscure hip numbers.  An Institution’s official uniform and all other items of apparel that are worn by student-athletes in competition may bear a single manufacturer’s or distributor’s normal trademark, not to exceed 2 _ square inches, including any additional material (e.g., patch) surrounding the normal trademark or logo.  The logo or trademark must be contained within a four-sided geometrical figure.  In addition, an institution’s official uniform cannot bear a design element similar to the manufacturer’s that is in addition to another logo or that is contrary to the size restriction.  A competitor is limited to wearing apparel items that include only the logo of an apparel manufacturer.  The athlete may not wear apparel that identifies any other entity, other than their institution.  These restrictions apply to all apparel worn by the athletes during the conduct of competition, including premeet or postmeet activities.
Announcer (Channel 4)
1. Inform the competitors and spectators of special information related to the course and meet procedures.
2. Call the runners to the start.
3. Inform the spectators of the name, position and time of the leading runners during the progress of the race at each K mark or mile mark.
4. Announce the leading two or three runners as they approach the finish.
5. Announce the unofficial scores and follow up with the official scores if ascertained in a reasonable time.
6. Assist with the presentation of awards.
Jury of Appeals
1. In the case of an appeal of a protest decision, you will discuss the protest, review video and make a decision based on NCAA rules.
Head Umpire and Umpires
1. Observe the conduct and the course of the runners during the race;
2. Keep spectators off the actual running course and behind all fencing;
3. Prevent spectators from cutting across the course or entering a fence opening if it might impede a runner’s progress.
4. Record the numbers of the competitors who are in violation of the rules and report all violations to the meet referee
 (Phil Henson); The referee will make all decisions on any violations.
Reasons for Disqualification
1. Gains an advantage by failing to complete the prescribed course that is defined by a legal marking system;
2. Jostles, cuts across or obstructs another competitor so as to impede the other runner’s progress. Direct contact is not necessary;  any action that causes another runner to break stride or lose momentum is grounds for disqualification;
3. Veers to the right or to the left so as to impede a challenging runner or forces the challenging runner to run a greater distance;
4. Tries to force a way between two leading runners and makes direct contact so as to impede the progress of either;
5. Commits a flagrant foul or;
6. Is unduly aided by a coach, teammate not in the race or a non-competitor associated with the team.

Split Readers
1. You will start your watch with the start of each race for K and mile marks.
2. You will then set the clock at the first K mark if one is designated for you or go to the Mile mark you are responsible for and read, in a loud voice, the time as every runner goes past you.
3. If you are responsible for another K mark or mile mark in that race, after the last runner passes, you will then move the clock if you are designated one or mover to that K mark or mile mark and repeat the process.
4. You will do this for each race. Note: K Marks and Mile marks may be different in each race.

Walkie-Talkie (Channel 4) and Spotters Personal (Channel 4)
1. You will be given a walkie-talkie with a designated frequency channel. For this meet Channel 4
2. For each collegiate race you will go to the first K or mile mark you are responsible for. (Each mile mark will be painted on the ground and all K marks and some mile marks will be designated also with a post.)
3. You will radio in to the Spotter, the numbers and teams of the top 3 leaders at your designated K or mile mark.
4. If you are responsible for another K or mile mark in that race, you will then move to that mile mark and repeat the process.
5. You will do this for each race. Note: K and mile marks may be different in every race.
 6. Spotters will help walkie-talkie personal and look up the names of the athlete’s numbers they were given and relay this information to the announcer.

#1 Front-Right-Side Lead Cart Driver and Spotter
1. You will lead the runners through right side of the course. Keep far enough ahead of the runners and the Back-Right-Side Lead Cart so as not to impede and close to the inner right edge to keep spectators back.
2. If 1-3 front-runners get out well ahead of the rest of the runners, you will lead the front-runners on the Right side only.
#2 Front-Left-Side Lead Cart Driver
1. You will lead the runners through the left side of the course. Keep far enough ahead of the runners and the Back-Left-Side Lead Cart so as not to impede and close to the inner left edge to keep spectators back.
2. If 1-3 front-runners get out well ahead of the rest of the runners, you will lead the front-runners on the Right side only.

#3 Back-Right-Side Lead Cart Driver and Spotter
1. You will lead the runners through right side of the course. Keep far enough ahead of the runners and behind the Front-Right- Side Lead Cart so as not to impede and close to the inner right edge to keep spectators back.
2. If 1-3 front runners get out well ahead of the rest of the runners, you will drop back on the outside of the course and wait to lead the rest of the runners on the Right side.
3. If you drop back, with binoculars, the spotter will keep track of the rest of the pack and radio their numbers or names and splits into the announcer’s spotter at the K marks and Mile marks
#4 Back-Left-Side Lead Cart Driver
1. You will lead the runners through the left side of the course. Keep far enough ahead of the runners and behind the Front-Left- Side Lead Cart so as not to impede and close to the inner left edge to keep spectators back.
2. If 1-3 front runners get out well ahead of the rest of the runners, you will drop back on the outside of the course and wait to lead the rest of the runners on the Left side.
#5 Tail Cart Driver
1. You will follow the last runner through the race so as to signify the end of the racers.
2. You do not stop for any injured athletes; the trainer’s carts will take care of them.
Sweat Basket Gatherers and Transporters
1. You place plastic bags in each designated baskets for each Box so the runners can put their warm-ups in.
2. When the athletes are finished, you will place mark the bags with the box number and place them in your designated truck to be transported to the finish line.
3. You will then take the bags out of the truck and place the bags in the open finish area in the designated basket that matches the Box the baskets were placed at.
4. You will then go back to the start and place bags in the corresponding baskets for each box with for the next race.
5.  At the end of each race you will move to crowd control at the finish line.
Head Finish Line Coordinator (Channel 3)
1. You will maintain contact with the Clerk and the Finish Building and let them know when the finish line crews are ready for the Start. You will also direct athletes across the chip 3K and 5K mat as they start their second time around the course.  You will also direct athletes across the chip finish line mat.
Sprint 8 Timers
1. You will start the sprint 8 machine at the start of each collegiate race.
 2. You will then depress the timer each time a runner finishes.
3. You will then supply the information gathered by the timer to the Finish Results Coordinator in the press box.
Chip Retriever Personnel
1. You will be positioned so that no runner may exit until they return two chips each.
2. You will retrieve the two chips, place the two chips in the chip container and allow the runner to exit into the open finish area.
#1 Emergency Chip Retriever Personnel
1. You will stand just beyond the finish area on the side so as not to impede the flow of exiting runners.
2. If a runner goes down and has to be taken out by the trainers, you will follow that runner and when it is appropriate (without impeding any medical attention by the trainers) you will retrieve the two chips from their shoelaces.
3. You will then place the two chips in the chip container and return to your original spot.
 

#2 Emergency Chip Retriever Personnel
1. You will ride with the two Tail Cart Drivers.
2. If a runner goes down and has to be taken out by the trainers or you see a runner exit the race before finishing, you will follow that runner and when it is appropriate (without impeding any medical attention by the trainers) you will retrieve the two chips from their shoelaces.
3. You will then place the two chips in the chip container.
Finish Line Chute Crew
1. You will keep all finished athletes moving readily passed the chip finish line mats.
2. If an athlete goes down after the finish, you will grab them and place them on either side of the open chute area so as to keep them from blocking the flow of finishing athletes coming across the chip finish line mat.
Finish Line Chute Pushers/Clock Operators
1. You will start the clocks at the beginning of each race and let it run until the last runner has finished.
2. You will be in the open chute past the finish mats.  You will keep all finished athletes moving readily into the open chute area.  You will also make sure that they spread out and don’t move in a single file line.
3. If an athlete goes down in the open chute area, a trainer will attend to them there.  You will stand in front of the downed athlete and make sure the athletes move readily around the downed athlete.
Video Operators
1. You will set up the videos to record the finish from the designated viewpoints for all finishers in the collegiate races.
Crowd Control on Straightaway
Finish Crowd Control:
1. At the finish, with ropes, you will form a wall on the SE side of the finish from the NW gates across the course to East straightaway fence.  You will keep spectators from being on the straightaway course at the finish.
Straightaway Crowd Control
1. While the runners are going through the straightaway, you will be along the fence and not allow spectators to jump the fence.
2. After the runners are past, spectators are allowed to cut across the straightaway to the other side of the West fence.  Under the direction of your fence opening Umpire or Marshall, you will run out on the straightaway and inform spectators that they have to go to the outside of the fence on one side or the other.  They can NOT remain on the course
3. At the finish, spectators are NOT allowed to cut across the straightaway to the other side of the West fence.  Under the direction of your fence opening Umpire or Marshall, you will run out on the straightaway and inform spectators that they have to go to the outside of the fence on which ever side is closer.  They may NOT be on the straightaway.
